I think Tarah is princess Katerina (from the fallen kingdom of Zion or something, sorry I don’t remember the exact name of the kingdom) who somehow managed to escape Devon but her little brother is still held captive by Devon. Maybe that’s why she was in Helion when Zoren saw her there.
