It's very interesting, a system that allows you to "skip" certain thresholds in order to adapt to a certain situation. The bear was too strong, so unlocking ice wouldn't help much anyway, and thus his waterbending skill "skipped" to bloodbending. That also means that he might learn/unlock healing when he or someone else is extremely injured. I like it - even though bloodbending is pretty disturbing ngl. Really useful though. I've always wondered how combining healing and bloodbending would turn out - I hope we get to see something unique like that!
