if this government was smart they'd be able trace this back to him easily. there's a reason the bank notifies the government whenever huge purchases are made. He should not be able to afford the ship which sets one flag. additionally the authorities will know that whoever flew the ship was experienced (probably military) which is another flag. The first flag alone is enough to suspect criminal activity. But maybe since it's war time they won't notice
