This chapter just clearly shows that Marines despite their big words of justice are in truth, nothing but the lap dogs of the Celestial Dragons.

There is a theory that Imu, the person from the empty throne... he must have a serious power, either through loyal soldiers, to weapons or personal strenght th keep a corrupt system in place for so long. This makes me wonder that garp and sengoku know about it but are simple not strong enough to actually win.
