I honestly don't get why he would just keep making mindless puppets when he can use memory alter and make them loyal or wipe there memory's and make it as if they were trained to for him and have undying loyalty it makes no sense to just completely wipe when memory alter is the much better and obvious choice to use so they don't become dumb robots that can barely follow a command while also still have emotions and a personality
