Comments of chapter undefined of Only I Am Level 1

Author, could you explain that promise? I don't really understand it. What's the difference between "...those in your eyes" and "...those in front of you"? Is it referring to putting priority on those he has important to him vs. heroically saving strangers? Also, what exactly was going on with the military guy? Why is he going to the academy all of a sudden? I didn't get it. Thanks
