Everything takes "the need" and "time". I think he didn't have the need for it and the time for it, that's why he didn't use the law of creation, given he is at odd with the emperor why shouldn't him take it from.

why can't he create the herb using the profound truth of creation huh? I wonder what really is the use of the rule of creation if he's not showing using the rule cause in my observation it should be a broken ability (Law of creation/Rule of Creation) i mean the usage of the rule should be self explanatory, the ability to create thing so why doesn't he use the rule??
