I dont think 600m in 45 seconds is average 13 year old. or did you nean average 13 year old with a gift/ability
I've reread the novel and I finally remembered why the numbers are weird, Jericho has the physical prowess of a 13 year old, but his body is that of a 5 year old, meaning I factored things such as less weight.
