what's weird is that they don't have a standing military. there's no way the adventures guild is it. unless the army is protecting the inner city

In this world, where humans have classes, it's less necessary.It's mostly the city guard (police), and the knights in the upper district that protect the capital when they're required to. The smaller problems outside the city are usually taken care of by adventurers, so trouble rarely makes it into the city itself.
