welp I know where this is going someone in the government who is strong will eat those fruit and use them against luffy and then Luffy and his crew will struggle against them because that's how it goes and they win then the fruit get stolen again because another villain will appear and have super invincible ability that Luffy and he's crew cannot see and there you go endless plot device:).
