I understand that the Red Empire is China, but I can't figure out what the White and Blue Empires are supposed to represent... Thanks for the chapter!

I don't know where the white empire is located, however the pearl tower the author is talking about is in Shanghai. And for the blue empire, the Sapphire Skyscraper happens to be the Saphir Tower located in Istanbul. (Google trad) So the blue empire should be Turkey and the white empire apparently also China.
