Yessss! Pokemon with multiple extremities should be OP in "real" Pokeworld. The future Machamp could learn to use 4 Elemental Punches at the same time, or hold a Pokemon while the other 2 arms hit, etc... Machop is also the best helper for MC, and a sparring partner. Machop friend should be something that lives near them, right? Anyways, I don't have any idea what Pokemon it could be. I vote for Eevee, not too OP, as I doubt someone would leave a Pseudo-Legendary behind... and they are still low-tier gang.
