I think Nejire would be the best option. Her airhead bubbly personality is like the perfect balance for the MC’s personality. This is all was done through extensive research I totally am not doing this just to see Nejire win.

Mirko is simply the best option. Ochaku is simply lackluster, there is nothing special about her, besides being the protagonist's girl, there are many other girls much more interesting than her.

You can write about any female character, you seem to be quite interest by Ochako so it would be better to put her as the female lead. But honestly I prefer the older women of BNHA, such as: Mirko, Lady Nagant, Ryukyu, Mount Lady, Midnight. I also like some female characters like Nejire, Momo, Mei, Mina, Toru that despite being invisible I like their cheerful personality, Itsuka Kendo, and some others, Tsuyu and Jiro are pretty cool too but the Fanarts make them better than they really are. But as I said before I prefer the older women of BNHA.
