Does he also have the power to give people the powers he takes? Since idea what if he some how gives some people a combo powers that mixed together to weaken but fix the negatives of some of them. Like image if you could move as fast as the Flash but you can't see at all when running so you combo the super speed with a power to weaken it so you can, idk. I am just thinking of Original Ben 10, Kevin 11, his alien powers were about 11% strong but later learned by combining them do they make up for that.
