You know the author, Elijah got to have his own reasons. In his defense, he only bit suck her neck (probably not bleeding kind unless Elle has power to heal). He could have more physically hurt Elle but he even said he doesn't want to hurt her. Elijah is master mind like Zeke maybe. I just hope he is because Reign family men are hot (not sisters per HWY).
