If they are even in the world yet they are definitely laying low, because they would have absolutely heard about Madara since he's so well renowned, and Madara Uchiha is definitely not a name in Canon ATLA xD

KojiSan:nope, i have not, but if people expect the reincarnator to show up on the final battle like Kaguya Otsusuki behaving like "it was all a lie! im the villain now!!" then people will be disappointed xD
