Just a question since I haven't played the game. You said in title description that he has abilities of a dragon, does that mean he can breathe fire or grow Wings from his back and fly? also can he talk with dragons 😶

I don't know how you are going to have the MC acquire shouts but you could have him do quests/missions to unlock each shout's base form and then after unlocking the shout have the other two words appear in the shop for a large price.
