Don't think it is Andrew because timeline would suggest he sent troops before Richard arrived and so the men keeping eye on Andrew would inform him of what he has done. Also because it is highly unlikely that Andrew would succeed with what Richard failed to so for so long. He doesn't strike me as the most clever.

Such a perfect chapter and then to have such a horrible ending. This isn't good. If the humans found them, it would have had to be when they was flying back and forth from Ares castle. Do they think they are there to save Ravina since Corrina is home with her dad? Although, I think Andrew hated Ravina, so I think who ever the bad dragons are must have told where Malachi and Ravina are. I hope they have enough weapons of their own so they can fight back.
