lol they can just set up zones that keep people like mc who come out of that city, no need to kill them and for safety purpose if they carry virus they can built several wall so that they cannot get out from there and make maze style wall so you can keep one person in one area, you can monitor them and if they show no sign of carrying virus you can just let them come out of the zones
