I think the question now is is the underworld in harmony. Or is it a part of the harmony? Because in my mind, even if they are good at hiding in the shadows, the king of Harmony would’ve gotten rid of them if they weren’t necessary. Hopefully they don’t do anything too dumb like try and abduct or kill any of the clan members.
though what you say makes sens . I think that harmony of the previous emperor wasn't about delegating enough power and responsibilities to each power block to create the most beneficial ( strongest ) balance. But more to delegate power and responsibilities to have then mesh together and to avoid civil war . The strenght gained from that balance was probably secoundary objective. And while there is certainly many reasons to keep underworld with the most prominient being that in any society there will be outlaws and having singular force to keep them in check (perhaps even in small cooperative relationship with emperor) is always better than myriad of chaotic small forces. But the main reason for not destroying them was probably just to avoid civil war since their power is nothing to scoff at.
I hope they keep the status quo. Rui is not his father he’s unforgiving and holds a grudge. The best thing for the leadership of the underworld is gather information, transfer assets and not keep it concentrated. Resort to spying and recon whilst trying to strick some form of deal to keep the status quo or at least the non lethal approach.
if they are smart they do nothing. rui knows there will always be a underworld in the empire. some people will always require the services or goods of illegal forces so the best thing is to let them be around in a somewhat controlled way. if they try to act against him they will die without a doubt. and thats even without the Silas clan. from the meeting of the union where SEVERAL sages acted to support rui it should be clear that at least two or more sages would take action against them. even their sage would be hopeless in that case and he already warned them before
