With the Stone he could easily replicate it actually but mainly because the MC isn't sure enough it would use up all the stored Soul Energy in the Soul and considers it his trump card or I guess Plot Armor when things get dangerous like against a Group of Trained assassins going all out as he used the Stone to heal all fatal injuries. Till the MC gets a proper place to live in and a proper lab he will recreate the SSS from scratch but first the MC thinks he needs to train his body first before adding more power. At least till the MC gets comfortable to recreate the Super Soldier Serum in a stable location and safe place not wanting his research notes repeated for their own purposes. (Ahem! Atlas...)
