nop, the way I see it mana is fundamentally a whole different concept than Esper powers. Mana is like creating something with elements while Esper power is channeling it inside of you. Thus the reason why mikoto couldn't use her power was because she couldn't channel it. The spear of light was already created nd can't be dissipated unless touched upon although Raynare wouldn't be able to channel mana anymore
