This was revealed in an Earlier Chapter. His Realm isn't high enough to handle creating Shadow Soldiers. However, he'll get them very soon, don't worry.
what's the use of having all those cheats from system if he's already finding it hard in the beginning of training. can't imagine how pathetic he wud be without the system
