The Kuzon's power level only makes sense if he is reincarnated, otherwise it doesn't make sense, however talented a child is, there are still limits to what they can achieve in such a short time of life.

My guess, its a teacher in disguise and thats why he was allowed to wear items (probably to disguise himself). They did the same in the beginning and there was no price for the winner.
