Just make the excuse that having a location where nobles arent allowed is actually beneficial. He can say that it is just an “Illusion” to power for the “peasants” or that having a location where the peasants have more freedom will produce better trainers & other specific professions. The better trainers for their armies or producing “lower nobles” that current nobles can be the lords over. Great chapter! Thank you for getting rid of that Togepi, and great idea to get favors out of it.
