As I ponder the government's immense power, I question who exactly leads it - is it a single saint or a group of saints? It seems too complex for a straightforward answer. I also wonder if the mysterious sovereign, who doesn't belong to any legacy clan, has any involvement in running the government. It's hard for me to believe that they are entirely independent. Additionally, there's no mention of the legacy clans having any influence inside the government, yet Master Jet was unable to become a saint due to the sovereigns' intervention. This suggests a relationship between the government and the legacy clans. Otherwise, with the government's autonomy, Master Jet could have challenged the third nightmare already. These uncertainties leave me with many questions.
