Fr tho, I’m very much on the “less is more” side when it comes to government, but if he isn’t capable/willing of killing Ashley/Emma then he really needs to report both Ashley’s ability mechanics (how it basically requires her to be evil if she wasn’t already), and Emma’s attempted kidnapping and murder of the twins. The only way I could possibly see Ashly ever not being a threat to the Mc and general public is if self harm also charges her, as long as the pain requirement stays. As for Emma, I can’t really see her mentally developing to the point of being a productive member of society either. There is a big difference in my opinion between yandere and what those two are. They are villains from a book/movie with the psychological/horror tags on it I’m def on the Ashley and Emma hate train 😅
