Dividing whole society into heroes and villains in this setting is forced in this setting. This divide only works if there is miniscule numbers of superhumans in comparison to rest of the society. Supers are either hero or villains in relation to society consisting of normal humans when there is relative order. But according to the description of this novel 95 percent of all people consist of supers. If most of the society is superhuman how can we decide who is hero and who is not especially in situation of total chaos? It's impossible to label all sides of the conflict into very convenient labels of heroes and villains in the state of total anarchy because humans are too varied and there isnt always very convenient two dimensional, obviously in the wrong character that can be labeled as evil serving as antagonist.
