They can't and will never win unless rowan and his pirate crew joins. They are rushing towards one piece but would that be a good idea tho. The time is their enemy when everyone is dead who will help them surely they can't win. Numbers don't win battles but they surely help. If this is an all out war maybe we can see some pirate groups joining in as well.

I don't think this is happening side by side in time I think that The One Piece has already been found by this time and Rowan is on he's way.
