Well yeah. As far as I know, The Hands and Perpetua due in fact take charge in creating universes, it's their job. The Abstracts and Celestials in Marvel are more aligned with balance with the cosmos since OAA is the one active in designing and building worlds. Presence is more like an observer and considered to be more stronger and powerful than OAA.
AzureInferno:As far as we all know, The Hands(including Perpetua) is someone who's purpose is to create multiverse in the greater Omniverse, that included the DC multiverse which Perpetua reside b'cuz she defected from The Hands.
