Comments of chapter undefined of GREED: ALL FOR WHAT?

There must be a race with a divine ability or affinity with the law of dreams, so in the future I could place a legion there, I'm sure the union of the law of dreams, illusion, soul and an inner world similar to dragons will come out something very interesting. ...there may not be another species with an inner world but...legion must be able to make some mutation and with so many resources they must be able to do so.

I dare say that this artifact will be as important as the flame of POWER because I have the feeling that it will make it easier for the legion to appear in other universes and worlds to adapt to the species and master their different powers and divine abilities.

I'm confused, can Legion only have 9 parts? Or when they merge, will they have room for other Legions to appear in new species?
