That is not true when gary discover the mine that had the beast crystal he tried to convince kai to save that place, and he gave kai a crystal and told him to eat and immediately kai was getting stronger, all werewolves get stronger based on what they eat. This was proven in mvs, they had thousands of werewolf esting chronos to become stronger.
