Gary's rank has reached rook without pawn points if he was to use all of them he would be half way through the upgrade . that may put him at or just below midwaks rank. This could work provided midwak doesn't eat much after this

Midwak even said he’ll challenge him in the day time when Gary’s weaker! Giving up on a tier 2 city, knowing the Howlers goals, is absolutely HUGE!!!! However, as long as Midwak can’t turn others and can’t kill, he can no longer get any stronger, while Gary can eating Beast at the Academy. Nonetheless, whether the Howlers can help Midwak accomplish his own goals or not, I think removing restrictions on Olivia will be their downfall. She “WILL” kill to get stronger, will grow her own pack and will challenge Gary at some point.
