No, Eldrin stated that if you are accepted for the trial you would receive boosts in level. So he's gambling on getting to a level that boosts him enough to have the aptitude to get to lvl 50,000, so he can protect his family and home planet without becoming a slave world to the lvl 50,000 rulers in the surrounding galaxies.
