Wouldnt say that info actually meant he could handle pokemon of that tier. Gotta factor in the wild ones may very well be going out for the kill depending on the situation and that's a whole different kind of intensity and fight. Some may not risk it but those that do know they dont have a trainer or building behind them that they can go get healed at after the battle. So if they commit it could be bad. Focused crippling or deadly targeting and all.
