The village doesn't get to decide on what jutsu the clan use or create. That is how they all have unique traits/skills. The idea that any PERSON, regardless of who they are, could decide who uses or gets to keep a summoning contract is a completely horrible idea. The summon clans decide that and they are the "ONLY" ones who get to decide. That is why THEY test the summoner. It would be like your town council/mayor getting to decide who lived in the house that YOU own. It make no sense what so ever!

Gai also owns a summons - it berates Rock Lee prior to the Chunin exams when he fights Sasuke.

i think you should have him start chakra training...... since most of the clan prodigy children starts using chakra from atleast 4 year old.....Kakashi, Itachi...etc

to be honest this is the most practical naruto fanfic I have read ,no system bs no cheats no golden fingers and no meeting with Rob or God who will give you wishes
