well in theory, i think they are there initially because it is a higher paying job for kids that didn't find a "profession" yet. If they end use raising a next genration of kids that have ninja families, great. they being fangirls at least helps bridge the hierarchy gap between civilians and ninjas, ensuring giving the next generation higher chances of being ninjas. the only issue with this is... if they dont show results, they become cannon fodder before they can even produce the next generation... So i think it is a valid theory in a way, but it is more likely a benefitial side effect for the military force of the village from the higher ups wishes of having more manpower. Still, in a more... "real" scenario is also advantageous to have kunoichi, since most of the positions in power were males, having females ninjas is a must, as it is much easier for a woman get a men to lower his guard and talk about alot of things than a man trying to get info out of another man. they being generally smaller and lighter also makes it easier for them to sneak through tight spaces and make less noise. Basically... in theory kunoichi would be amazing for scouting and information gathering... but this is a shounen battle manga... so fighting power is valued more... making everything weird...

thanks for the chapter isn't the reason the third hokage allowed fangirls because it was peace time and thought there was no need to train soilders but use the academy like a normal school for children to make friends/connection and have a normal childhood
