It might be that dragons are way stronger in later stages and weaker species are stronger in early stages and progressively have a harder time advancing their cultivation. Also MC’s mage stats are still super high and if he learned more spells and controlled his mana better he would be giga op. Bit that takes time still and as mentioned the MC is a month old. Also he is using ice magic when his specialty is winter magic which is several tiers higher.

His stats are so low compared to a rat monkey. Is he even a dragon? I think even in the future the author will make other creatures' stats higher than a dragon's just for the plot. Maybe you should change the mc from a dragon to some other race. Would be much more convincing.
