I really liked this ch, what I don't know is if he just said those things to F her or he truly understood her.
I think it's his personality analysis of midnight+ trying to act in persona of Law Matani, aka, nice rich guy. His real personality is more unchained and straight. 'Law' has to act like he sees mostly the 'good'. 'Horizon' acts on 'everything'. The story till now want's to portray Horizon as keeping standards, equal for everyone, a kid and adult are same. When a kid isn't able to understand the real problem, there isn't much they can improve. But same dosen't go for Adults where practice->perfect. Horizon follows that principle to judge people.
