Uhh fairly sure there is a rule that they need to be 18 to compete in a rating game. Rias could only verse riser because it was a special occasion… also if the phenex family is one of the main houses and so influential and rich, no other devils would be dumb enough to challenge a 6 year old. That is basically asking for your entire house to be destroyed if not physically then socially.
