True, it was a little confusing. So as best as I can understand it, a male "witch" turns up at the construction site and paralyzes Subaru and cuts him with a knife, but not badly enough to kill him. So cultists are referred to as witches while witches are referred to as goddesses. He is jealous of Subaru's role and connection to their leader that they worship. He hints that one of his party is a traitor that will join them. Subaru assumes that he is talking about one of the others in his party, while I think he is talking about Subaru himself as the one who is supposed to join them. We know that Subaru's party are all good people unless that somehow changed here. We also know that in Subaru's world, he was often confused to be a cultist because of his smell and connection to the witch. So out of his entire party, I would put money on Subaru being the one that they want to join their ranks. But if it had to be one of the others the weakest is Kazuma. The one who would look the most like a classic witch would someone like Megumin and her people, and if we go with the witch = goddess definition then it would be Aqua, except she had just recently came here with Kazuma from the Godly realm and never had the opportunity to be secretly a witch. So the one that makes most sense is Subaru being the supposed witch.
