So I don’t believe it was only pirates who kidnapped Cedric, but whomever is behind manipulating Greg to overthrow the Royal family. Cedric got away, but when the boat was sinking they came to the ship and ended up shooting him. The Gavin was saved and believed to be Cedric. That is part of the reason Greg says Lucas couldnt protect his family. I think its the same people behind Cedric’s (and Gavin) mother’s death.
