have him become both the villian and the hero just have another titan and when he as a hero starts his work have the controlled titan say hey brother or something like that so it will eplaine their simular quirks

you could not make him a hero but he just sometimes helps people out or just hero if you want him being a villian doesn't really fit well like "I reincarnated, in my past life I didn't feel all that well so I'm gonna be a villian now" no real reaosn to be one so hero
