Does... does Decatur get any redemption? He seems like an unfortunate victim of poor parenting and it would be an excellent redemption arc since he's just desperate for validation, on the other hand 'character deaths go *brrrrrr*=tragic'.

I agree with the redemption part but I don't think being a victim will give him as an excuse for those actions he's been doing,. He abuse his power/status, he threatened, hurt and tried to kill. His arrogance and selfishness maybe a result of his circumstance he was in but everything he do is based on the choices he make and it is his entirely responsibility.
