he had all powers from juvia when she was first introduced in the series (she was a mid s-rank wizard then and his is probably higher level in her magic as it is master level), additionally had haki and ice magic and still was weaker then the one pice guys and now that he is as strong as them he is still low s-rank in fairytale terms?

in the end even if you explain all kinds of things to the writer he is still unanimous about his decision, the writer doesn't just do it once with an unbalanced power scale in the story anyway.
