Develop his childhood and how he survives and where is he gotham? what martial arts he learns, how he trains? Where he sleeps? how he plans heists? Where will his bunker or hideout be? Will he go school? Does he grind out library books to level intelligence? Will he go to school? If hes in New York maybe have wildcat take him as an apprentice? you can also take other routes league of assassins training?trainign as sidekick of deathstroke or deadshot? Will he have magic? So far the premise is good keep writing and develop the character through is childhood years so when hes 18 he will be OP to contend eith justice league and other bug contenders. there is anti monitor, dark seid, paralax and other beings that are so OP that only conceptual levels of strength or magic will be able to defeat them. good luck
