And if he can.. can he also not use the equivalent exchange to bring back dead.. of just bring his mother back which was his goal from the start?

You should edit the chapter, the bald Elders name is Ethanbaron V. Nusjuro, with the V. being propably either similar to the D or simply meaning "the Fifth".
