Your reasoning is not good. If it's a roulette, the result is determined from the start. You can't change the result by timing a roulette and activating luck. All you have to do is activate luck, and then spin. When the roulette slows down it's because of inertia. In order to change a result of a spin by timing when it will stop, implies that you are changing when and where it will stop based on its original force acceleration. That means you are literally controlling the wheel to determine where it stops. For example, if the roullete has only two halves one red and one blue, and you spin the wheel, the roullete will slow down and stop on one side. However, no matter how lucky you are, you cannot cause a situation where a roullete which is bound to stop on say 6'oclock, to reaccelerate and stop on 12 oclock position. Put it this way, in 5 seconds the roulette will stop on 6 oclock. However, the best skill is on 12 oclock position. No matter how lucky you are, you cannot change the fact that the roullete will stop on 6 oclock, and you will never get the best skill on the other side of the board/wheel. This is because the wheel's speed and momentum, spin time is all determined the moment you SPIN the wheel, or put force onto the wheel. The result is determined the moment you spin it, it doesn't matter if you activate luck after you've already spun it. You can't change the result of the spin, unless you intervene and control the wheel to stop where you want. But as this is implied to be a luck based thing, I doubt the mc has the abolity to be so lucky thag he can break the laws of roulette games, and touch the board.
