You should seperate the sentences of two or more people instead of clumping it in one paragraph, because it is confusing and hard to read when you don't know who says what.

Why not use a starfish or something like that for a serum. They're immortal or something, and there's stories where the MC told Curt Connors to switch the lizard serum for starfish instead because they were convinced it would be better. On some level, I agree. The healing and regeneration you get from it may be better if you're only looking for healing which the one armed doctor was. There wouldn't be any lizard aggressiveness either since no lizard DNA was used. Using the Starfish may even improve mental faculties and make one a genius (with a possible 1% hope of mind powers ...*fingers crossed*). Starfish have tough leathery skin so strength and durability would increase. Starfish have no lungs or gills, they breathe from their surface skin so maybe trying to choke out the person, making them loose consciousness by blocking their mouths and noses would be stupid. But i doubt you'd get as much super-strength as the lizard serum gives.

finally some beef was getting bored of the character building am wondering if u plan to go with the hand and hydra as enemies or superpowerd individuals
