why grey not use his array that slows his opponent?

Giving it more thought...why would this effect his array/s? At least one haas been setup...does it need his active supply of elements? Because I was under the impression that activating an array was like flipping a switch... It shouldn’t require him to use his elements, so it shouldn’t cause any backlash??
